A baby who is carried or sitting in a pram is not generating heat. That is the whole design problem with a baby's winter clothing, and it is why the suit and the layer under it have to be chosen together.

Room for two thin layers underneath, but not so loose that the suit bunches. Trapped air is what insulates, so a suit with space is warmer than a tight one a size smaller.

Can a baby wear a winter jumpsuit in a car seat?
No. Padding compresses in a collision and leaves the harness loose. Strap the baby in wearing a thin merino overall and put the warmth on top, as a poncho or a blanket.
